Key Activities

Planning and Technical Support
● Provide support to CNM on resource mobilization and planning
● Strengthen coordination and communication within units at CNM and with partners and the selected subnational provinces.
● Assist CNM in initiating and conducting grant implementation policy dialogue with PR-UNOPS and troubleshooting as necessary to facilitate the full-scale implementation
● In consultation with PR-UNOPS, support implementing management recommendations from UNOPS, GF, LFA reviews, and audit reports.
● Support subnational level on work plan development and build their capacity to complete all activities including case management, surveillance, program, and financial management. In CNM provinces without the TA subnational staff, support will be provided from the central level.

Program Management
● Strengthen the capacity of the M&E unit to support the implementation of the GFATM RAI4E grant in full compliance with PR-UNOPS guidelines for maximum absorption of GFATM-awarded resources
● Provide management support for the preparation of national budgets and work plans, including the SSRs (MoND, DDF, CMS, MoIH, MoE, MoT & MoWA) under CNM
● Provide management support for the preparation of subnational-level budgets work plans, including the SSRs (MoND, DDF, CMS, MoIH, MoE, MoT & MoWA) under CNM. In CNM provinces without the TA subnational staff, support will be provided from the central level.
● Strengthen the reporting of outcomes and progress accurately and promptly to PR-UNOPS
● Help CNM to conduct training as needed on PMG Guidelines and financial reporting.
● Support CNM’s Finance Unit to enhance the timely submission of quality financial reports from CNM provinces per donor requirements and effectively in close collaboration with the PR-UNOPS program and finance teams. In CNM provinces without the TA subnational staff, support will be provided from the central level.
● Provide management support to CNM, including CNM SSRs (MoND, DDF, CMS, MoIH, MoE, MoT & MoWA) for the implementation of e-payments
